A Canada-wide water strategy requires a coordinated and adaptive approach to the management of Canadian freshwater resources. It must empower decision makers and citizens to be socially and environmentally responsible at the watershed scale.

The development of a Canada-wide water strategy needs to be inclusive and engage a diverse range of actors including all levels of government, First Nations, civil society organizations, watershed groups, the business community, and citizens.
